Clean up of feature-state-management issues from testing:
- hostPort in properties is not used. Remove it and associated code
- Add the TEST server properties to feature-state-management.properties
- Hardcode the classname for IntegrityMonitorRestManager rather than have it in TEST server properties
- Remove the call to startTransaction from testTransaction in IntegrityMonitor as it does nothing functional and just causes exceptions which must be caught and logged (confusing to anyone looking at the error log)
