Telemetry not working in drools-pdp

    Description

      During the recent testing in windriver lab for Istanbul release, it was found that the telemetry api's are not working in drools-pdp.

      Error in console

      /opt/app/policy/bin $ ./telemetry 
generating new spec ..
error: cannot generate telemetry spec
