PDP-D: Upgrade drools to the latest 7.x release

Besides the upgrade, there are are xmpull:1.2.0 and xpp3:1.2.0 which are pulled from here: https://repo1.maven.org/maven2/org/kie/kie-parent/7.33.0.Final/kie-parent-7.33.0.Final.pom.     These seems to be only present only in jboss repository that it has been observed to be have taken offline impacting builds.   The maven central repository, nor others since to hold these particular versions of those libraries at the time of writing this ticket.
