Extend PDP-X statistics endpoint to support per application metrics

First, determine metrics of interest to collect/expose, the idea is to extend current metrics perhaps on a per application basis, metrics that are meaningful to monitoring systems.    Per application metrics is just one idea.    Number of records on a operations-history table seem may be useful as well.

The metrics will be made available to Prometheus as well.
