As an ONAP user, I want ONAP Policy to reach Performance Level 1 so that I meet Platform Maturity Guidelines for a Control Loop Project.

For Level 1, baseline performance criteria identified and measured. TBD what the performance criteria is and how it is to be measured.

This requirement is ONLY for PDP-D (operational policies) and PDP-X (decision policies, such as guard) for as the other components within policy do not make sense to meet this requirement.
