As a ONAP developer, I would like to refactor and move common code from policy-pap & policy-api to policy-common. So, that we avoid code duplication and improve reusability. Thereby reducing the maintenance overheads. 

Below classes will be moved (list will be updated as we find more):

• YamlMessageBodyHandler
• CustomImplicitNamingStrategy
