Fix dependency versions on Apex Editor

      Apex Editor pom is using apex-pdp version 2.4.0, the current is 2.7.1-SNAPSHOT. It also depends on policy.common version 1.10.1-SNAPSHOT - current is 1.10.2-SNAPSHOT.

      This task to upgrade to these dependency versions, and fix build and test failures:
