Update configuration changes for distribution of ACM

1. OOM does-not reflect configuration of ACM decoders and forwarders, these need to be included.
2. No Integration tests, CSITs, S3P tests for ACM distibution.
3. Modify the config files to include ACM distribution
4. Change user name from below
