Add OCI Image spec labels to both Alpine and OpenSuse docker files

    Description

      OCI Image Spec labels will be added to all docker files in the Policy Framework for released images, both the existing docker files and the new SUSE docker files. At a minimum, the following labels should be defined:

      • org.opencontainers.image.title
      • org.opencontainers.image.created
      • org.opencontainers.image.revision
      • org.opencontainers.image.vendor
      • org.opencontainers.image.version
