policy distribution cannot disable https to SDC

Andreas Geissler discovered an issue when he was updating the policy-distribution component for OOM for use in Service Mesh. He tried to use the "isUseHttpsWithSDC" variable in the config.json file and set it to false.

However, on deployment, he discovered that communication with SDC was still using https. This variable needs to be added to policy distribution here: https://git.onap.org/policy/distribution/tree/plugins/reception-plugins/src/main/java/org/onap/policy/distribution/reception/handling/sdc/SdcConfiguration.java

There may also be knock-on effects, where other related variables need to be provided. Development and testing will be required.

Service Mesh will not work for policy-distribution without this change
