Clamp Backend fails without AAF in Service Mesh

Policy Clamp Backend currently depends on AAF, not just for certificates but also for encryption of passwords required to access the backend on OOM deployments. And then, by extension this prevents login on the policy-gui component. Login is not possible.

With the current state of the clamp backend code, it will not be possible to avoid this dependency.

However, there is work underway to find another way to authenticate that will not be dependent on AAF.
