The pom file which packages apex-pdp into a tarball (packages/apex-pdp-package-full/pom.xml) also produces a .deb file (Debian package). This is no longer needed for the docker image build. It wastes time during build unpacking the tarball and repackaging as a .deb.
Note a dummy jar file is also generated, as the packaging is not specified in the pom (so jar is assumed).
