Policy PAP hard codes topic names

      Policy/PAP hard codes topic names and other configuration values in the class PapConstants.java.

      This means that the topic names cannot be configured in helm charts for Kafka/Strimzi.

      The PapConstants.java class should be updated to use Spring configuration.
