As an ONAP user, I want ONAP Policy to reach Stability Level 1 so that ONAP Policy meets Platform Maturity Guidelines.

Per https://wiki.onap.org/pages/viewpage.action?pageId=15998867 Level 1 is defined as follows:

72 hour component-level soak test (random test transactions with 80% code coverage; steady load)

TBD how to measure 80% code coverage.

The ONLY policy components subject to this are: 

1. Policy Drools PDP - simulated Control Loop Event load.
2. Policy XACML PDP - simulated decision requests.

Note: 80% code coverage will not be covered.   It is not even covered with junits.
