As an ONAP Policy Developer, I would like to build the policy/parent repository such that all the policy repositories can inherit from it's pom.xml (if applicable).

This repository will have a pom.xml that inherits from oparent pom.xml. That parent pom.xml will organize all the dependencies required by the other projects to ensure consistency across all repositories.

All the other repositories should inherit from policy/parent (if applicable).

Documentation for the overall policy project should reside in the policy/parent repository.
