As an ONAP Policy Developer, I would like to ensure the Policy SDC Service Distribution application meets ONAP guidelines for resiliency as a run-time project.

Requirements are as follows:

• Only 1 instance of this application is required to be running at any time.
• K8S Helm chart should adequately reflect resiliency requirements
• Documentation for testing should be created in the /docs directory in the policy/distributions repo via ONAP documentation guidelines
• A recorded demonstration proving that resiliency actually works for this application must be performed by RC0 (preferably earlier).
