The changes only apply in the oom policy repo as only an script and a helm configuration file will be changed.

This is a workaround to problems that occur on SB02 discovered by platania and will be tackled by POLICY-878 in Casablanca.   These changes will only apply to Beijing release.

The proposed changes are:

1.  disable pooling feature
2.  leave distributed-locking enabled (no-op).
3.  reduce the pool to 1 by default (but can be scaled out following kubernetes mechanisms)

Scaling out operations, I think they will work, and the distributed lock will block multiple operations.
