As an ONAP Policy Developer, I would like to develop one or more CSIT tests that specifically test the translation of HPA requirements from a VNF descriptor into OOF policies.

Requirements (TBD - can be dependent upon how to best simulate SDC side):

• Simulate the SDC Dmaap message
• Example CSAR for a Use Case should be used
• Policies should be created and then verified that they were created
• Policies should be pushed to PDP and then verified that they were pushed
• Simulation of OOF retrieve the Policy Decisions should be verified
