As a ONAP Policy developer who wishes to use the new functionality offered by the new control loop coordination facility, I will need to have a method to have my control loop opt-in.  This preserves backwards compatibility of previously developed closed loops which applied the default hardcoded rule "if any control loop is currently operating on a given network element, no other control loop may operate on that element."
