Understand and Scope the Guard Policies for Scale Out

      As an ONAP Policy Developer, I would like to determine what the guard policies for Scale Out should be and ensure they work with the current template so that the CLAMP team can build the policies using our Policy API and the Integration team can modify their tests to ensure they work.

      Requirements:

      • Ensure our JUnit tests completely test this functionality
      • Ensure our CSIT tests are able to create and push these sample policies

      Add sub-tasks to POLICY-1010 and POLICY-968 to track junit, csit and push-policies work.
