Failed to access Policy GUI from Portal

    Description

      On OOM ONAP Portal, access to Policy GUI failed with invalid response error. 

      On the browser debug console, see request url as http://policy.api.simpledemo.onap.org:30219/onap/policy?cc=1538776073640, suspect it should be https instead of http.
