Support two flexible deployment scenario for ETSI Alignment for Frankfurt release

1. support to use ONAP as MANO NFVO
   • Make ONAP to be ETSI-Alignment
   • Support ETSI package onboarding and distribution via ETSI standards
   • support ETSI SOL003/SOL005/SOL002 operations for VNF/PNF/NS LCM 
2. support ONAP and Legacy MANO coexist
   • Support SVNFM and external NFVO through SOL003/SOL005 Adapter
   • EM-triggered VNF/VNFC LCM and notification via SOL002 Adapter
