R12：Enhance general intent implementation solutions

 Description of Use Case / Requirement:

In Kohn Release, we had created a Requirement about general intent implementation:

General intent model and general intent interface requirements

In this requirement, we deal with machin-machine intent, and provide general intent model and general intent interface to ensure that all intents(especially machine-machine intents) operate according to the same expression and process. 

And in London release, we continue plan to do deep research about general intent implementation. Mainly includes those work as below:

1. Optimize the interaction between Intent Owner and Intent Hanler,
2. Introduce AI-related technologies, focusing on the introduction of AI technology in the processes of intent formatting, intent translation, and intent decomposition.
3. Implement more intent interfaces, such as intent negotiation, intent report, etc.
4. Cooperate with third party projects and open source projects such as nephio to realize end-to-end intent.
