E2E Defect 405397:
ASDC 1802P broke the existing function that handles get_file. 1. Create a new VSP using attached HEAT zip. The file ocgmgr_nested.txt is a get_file called by ocgmgr,yml. 2. Create a VF out the VSP. Go to Deployment Artifacts tab, find the ocgmgr_nested.,txt file - note its file type is marked as "OTHER", it should be marked as "HEAT_ARTIFACT". 3. Create a service out of the VF. Examine the module JSON file - under module 1 for ocgmgr.yml, there are 5 files listed, none of them is the get file "ocgmgr_nested.txt" file. 4. Distribute the service - but because ASDC didn't mark the file correctly as the "OTHER" type AND not creating the "relationship" to the module yml file, MSO is not deploying the file. This causes spin up to fail.
