As a user deploying SDC I want to update the FE docker process.

so that there will be able to support OOM.

DOD:

1. the server docker should be responsible for all the configuration needed to start the server and for starting it only.
2. any logic done post startup should be moved to the config docker.
3. remove any logic done after the server starts.
4. move the docker creation logic into the catalog fe project.
5. the docker should be created on exaction of the docker profile only.
6. update pom according to the new docker build logic.
7. the docker should expose the option of setting memory properties as environment variables.
8. add a redness prob based on the be health check under /var/lib.
9. update docker run script and add logic to call the ready probe to check if be is ready.
10. update the docker run to use the new docker and to check the state based on the readiness prob.
11. after the change docker starts successfully and the system is functional.
