Sync the content of 1802 p into ONAP.

there is an issue with two new dependencies added to the code.

one for Cambria client and the second for Dmaap client.

The Dependencies were open sourced and are now available:

cambria client:  

Note: check the version is available at ONAP nexus before trying to pull it from there.

DOD:

1. merge content in to onap.
2. update new dependencies
3. the code compiles and passes Junits.

5. the dockers pass manual sanity.
