When healing vsp certified version a new version is:

• created
• healed
• validated
• submitted

The bug:  the healed version wasn't submitted and remained draft.

The reason: during pre vsp submit validation the vlm is validated. The vlm of the vsp was not accessed by the user before and therefore was never synced.

The solution:  get vlm (which will sync if not present) before vsp healed version submission
