SDC Sprint 4
as a PTL,
I want a to create a development environment standard across the SDC development team.
based on https://github.com/electrocucaracha/vagrant-onap.
DOD:
- the development environment is able to create an environment and deploy docker from LF nexus to the environment.
- the developer is able to deploy locally built Dockers into the vagrant environment
- the deployment flow of the vagrant are documented in the ONAP wiki.
- create a docker for the webseal simulator to allow local development.
