AS an SDC user,

i want the designer health check to be included as part of the generic designer frame work.

so that the logic for defining the designer and for checking its availability will be manged together.

DOD:

1. the designer configuration should be provided as part of the designer end point.
2. the health check needs to have a unified format for all designers.
3. the health check should provide the state of all the designer components state.
4. the health check should provide a avilable 200 or 500 if not.
5. the response should be json.
6. SDC should aggregate the info into its health check.
7. the designer state should not couse an error to be returned in the sdc health check.
