i want to allow the csar onboarded into sdc to support two options for main service template location.

so that csar compliant with the sol 004 standards will not be rejected.

DOD:

1. the main service template can be located in the root dir or in the definitions section.
2. the TOSCA.meta file will reflect the location of the file.
3. if the fail is located twice the import should faile
4. on onboarding the csar should be mapped into the internal representation of the VSP which places the main service template in the definitions.
