ONAP now has common cassandra cluster (DBaaS) and SDC should also be using that.

During out testing while working on OOM for this migration, we found that SDC uses the datacenter name from AUTO.json (chef env file) and then appends the environment name itself to that.

While using common cassandra cluster, SDC should use the datacenter name as is.

Also the replication factor should be equal to the number of shared cassandra cluster.
