Can not onboard SOL001 v2.5.1 compliant VNF with substitution_mappings

      When importing the corresponding VSP after successfully onboard the SOL v2.5.1 compliant csar vgw_tweak2.csar in the SDC, it reports the following error on GUI:

      Error code: SVC4671

      Status code: 400

      VSP llu_vsp_test cannot be imported. The VSP contains internal loop in VFC org.openecomp.resource.vnf.vcpe.vgw.
