csit/scripts/sdc/kill_containers_and_remove_dataFolders.sh does not, in fact, remove data folder:
#delete data folder

#rm -rf ${WORKSPACE}/data/*

This leaves the data folder around and prevents repeating the same tests (particularly in local executions where the same file system and directory is in use for multiple runs)
