docker enhancements

      as a PTL we need to allow easy modification of the Dockers.

      we need to define a way to pass parameters to the dockers from out side.

      current parameters we need to change from out side are memory flags, debug flags

      log configuration and general configuration.

       

      DOD:

      1. we can enable and disable debuging for the dockers
      2. we can change memory premeters for the dockers
      3. we can change configuration without entering the docker.
