ESAPI encoder cannot be loaded due to a missing ESAPI.properties file in path, which causes an exception and breaks the online checking call. As a result, the plugin is always shown as offline.

 The exception given is: "org.owasp.esapi.errors.ConfigurationException: ESAPI.properties could not be loaded by any means. Fail.".
