to support the VOLTE use case we need the ability to upload and classify the workflow artifact in SDC in order to ingest them and we will need to distribute them. 

SDC needs to support the following flows.

1.  SDC is able to onboard the csar package with the PLAN folder under the artifacts\deployment.
2. SDC is able to attach the workflow to the Instance of VNF in a service as a plan type artifact
3. SDC is able to attach the workflow to the service plan type artifact
4. SDC is able to distribute the CSAR with the attached artifacts

DOD:

1. add the PLAN artifact type to the SDC supported artifacts for VF VFI and service.
2. check that SDC is able to execute the required flows by using internal and external API's.
3. update Swagger if needed for the API's
4. add unit tests to validate this scenario.
5. update the SDC artifact type page in the WIKI
