SDC Distribution Client - Migrate to Java 11

      Goal:
      All ONAP components shall be migrated to run on Java 11.
      We need to make sure, that SDC Distribution Client runs on Java 11 too.

      CoS:

      SDC Distribution Client builds are migrated to run on Java 11
      All neccessary code changes done to make the code compatible with Java 11
      jUnit tests updated
      SDC Distribution client release notes updated
      CSIT tests are added - activate ci project for this component
