Handle signed csars

      SDC-3638 introduced support for stripping out images from csars uploaded to the onboarding backend.

      This story is to further develop that logic to handle signed csars (i.e. the received csar contains a signature and unsigned csar)

      Note verification of the csar signature is not in scope of this story
