https://jira.onap.org/browse/SDC-3763 introduced an endpoint for adding tosca artifact types to SDC.

This story is to add support in sdc-be-init for adding artifact types at deployment time using the endpoint introduced above. The level of support should match the existing level of support for other tosca types
