If a delete VSP request successfully deletes the package from S3 storage but fails to delete the VSP from the onboarding catalog (leaving the VSP partially deleted), then a subsequent attempt to restore the package shall fail with an appropriate error message. 

Implementation options:

Option 1

Maintain a state so the state can be checked when the restore request is initiated

Option 2

If S3 storage is configured, get the location of the package in the S3 storage and verify the package still exists in the S3 storage as part of the restore request
