Deletion of VLMs is currently supported by SDC onboarding backend through the endpoint exposed by VendorLicenseModels::deleteLicenseModel. There is currently a check in the implementation of this endpoint that only permits deletion of a VLM that has never been certified.

This story is to expand this check to also permit archived VLMs be deleted.
