from a look at the poms it looks like: 

openecomp-configuration-management-api

executes:

install command to install tools.jar into the local repo and than it is used as a depandency in 

openecomp-configuration-management-cli

please fix this issue because it is blocking for M4

ps:

the tools jar is part of java why do you need to install it in m2.
