As a Service Designer, designing the Specific Infra-service for vGMUX, I need the ability to add a Blueprint monitoring-template to the vGMUX VNF-instance, so DCAE and Policy can get it and activate it upon installation.

Acceptance Criteria:

1. Add MT to VNF-I as a Deployment Artifact.
2.  Distribute to Policy and DCAE the Service with the relevant VNF-I Deployment Artifacts.
