Duplicate logging frameworks in SDC onboarding repository

    Description

      There are two almost exact copies of the SDC logging framework (the onboarding component). It's a maintenance nightmare. Bugs fixed in one of them don't get fixed in the other. It also requires duplicate configuration. 

      1. openecomp-be/lib/openecomp-logging-lib 
      2. common/openecomp-logging-lib 

      These libraries must be merged together ASAP.

          • Medium - Failure of non-critical aspects of the system but results in an inconvenient situation. It causes some undesirable behavior, but the system is still functional. There is a reasonably satisfactory workaround. It is still a valid defect that should be corrected May be fixed after the release or in the next release.
