as a ptl i want to create a separation between the onap normative and the base types.

create a separate import and update script for the normative types add for onap.

update the deployment to run this scripts in addition to the regular ones.

DOD:

1. create normative scripts for onap types
2. remove onap normative execution from the normative scripts
3. update chef recipes to run both scripts onap and regular on import and update.
