As a user deploying SDC I want to separate the ES docker into the ES server and the ES init

so that there will be a separation of the server and the init logic. to allow a single execution of the init logic.

this will allow in the future to upgrade the ES without the need to restart it.

 DOD:

1. create a new docker which will handle the creation of the ES mapping and the Kibana preload.
2. the docker should be lightweight.
3. the ES docker and the es init should be built as part of the chef os
4. the init should hold all the configuration of the indexes and data loding.
5. the ES should hold only the server configuration logic.
6. update pom according to the new docker build logic
7. update docker run script
