As a user deploying SDC.

I want our deployment on OOM  to utilize the changes being done in the FE deployment.

so that our deployment will be more stable and to allow us in the future to upgrade single components.

Note: at the moment our deployment needs to work on OOM and Heat. so keep this in mind while making changes.

 
Flow:

    FE docker:
         wait for the BE config to complete  -> wait for Kiban to be up -> FE docker startup ->  ready probe update state
        Done for all FE Dockers

DOD:

1. add a definition of the FE server to the k* template.
2. fe server should start only after the BE config and kibana server completed successfully.
3. add the readiness probe check as a definition if the FE is up.
4. update the OOM templates for Beijing only.
5. check the system starts successfully.
