In the latest build, its been observed that, after downloading the vsp from UI, in csar folder, the FG version tag shows "0.0" in the vf-license-model.xml file, which is available under "Artifacts" folder, which is incorrect.

Steps of Reproduction:
1. Create VLM , VSP and submit VSP
2. Create new version of VLM
3. Update MRN in FG in this version of VLM
4. Submit VLM
5. Create new version of VSP and link new version of VLM to it.
6. Download CSAR.
7. Verify both versions of EP should reflect in vlm xml and new version of EP in vf xml with updated MRN number.
8)Also verify the version number in "vf-license-model.xml" file.

Actual Result:
The "vf-license-model.xml" file shows version as "0.0".

Expected Result:
The "vf-license-model.xml" file should show the latest version of FG, which is currently linked with LA in VSP.
