as a parser user,

i want the ability to override the configuration logic provided in the sdc tosca jar,

so that the user will be able to override the configuration on his level.

DOD:

1. expose the ability to override  jtosca-validation-issue-configuration.yaml.
2. expose the ability to override configuration.yaml
3. the sdc tosca can function without overriding the configuration, in this case, the parser will use the default configuration in the jar.
