VNI is not propagated from heat env for setup of vxlan tunnel as originally planned. As an alternative, addition of vG vxlan tunnel setup and bridge domain setup could be added to brg-topo-activate DG - insuring VNI is consistent - in order for this to work we need to add vf_module parameter population for vG to brg-topo-assign where a service instance will be inserted into generic-resources-api services and then have vf_module parameters updated for BRG in brg-topo-activate.
